HUD is moving the platform of UPCS standards to a new platform called NSPIRE. The new NSPIRE model prioritizes health, safety, and functional defects over appearance. It implements inspections that better reflect the true physical conditions of the property. The NSPIRE model supports the adoption of sound, year-round maintenance practices. This new model will impact the scoring of the PHAs under the Physical Assessment Sub-system (PASS) under PHAS.
The NSPIRE model is designed around mutually supporting elements consisting of three types of inspections, three categories of deficiencies, and three inspectable areas. Together, these components increase the focus on residents’ homes (unit), reduce inspection complexity, and improve confidence in HUD’s ability to identify those properties not adhering to minimum compliance standards. HUD is nearing the final steps and lessons learned throughout the NSPIRE demonstration that is used in the development of standards, sampling, scoring, and processes required for full implementation.
